File upload: let users reuse a file already uploaded.
Description
When a journey already has an uploaded file, let the person reuse it on later steps instead of forcing another pick from disk. Reuse saves time and avoids accidental different-file uploads mid-flow. The control should make an already-uploaded file available where the journey still needs it. Fail if every step that needs the file requires a fresh upload with no reuse path. Use this in multi-step forms that ask for the same file more than once.
When to use
A later step needs a file the person already uploaded earlier in the journey.
Not when
Not for first-time uploads with no prior file in the session.
